It'll work but the quarry will drain it fast. I usually don't make a quarry until I can make 2 tesseracts.

You should maximum power a quarry with around 30-35MJ(more is wasted due to diminishing returns). That equals to 300-350RF(yes conversion rate is that easy :p). So yes a single redstone energy cell is more than able of "maxing" out a quarry. If you have more power to spare you should set up several quarries instead. Ideal is lots of quarries running at 12MJ each, but yeah.... :p I usually have 2 running on the same Tesseract channel sharing a 60MJ feed(30MJ to each).

Correction: A single Hardened (Invar tier) Energy Cell can provide 400 RF a tick. A Leadstone version will only do 80, while the Redstone Cell (Electrum/Diamond tier) will do up to 2000 RF (i.e. way more then you need).

I also don't believe it will last through an entire quarry cycle by itself, so either by Tessaract or Ender Tanks, you'll want to set up some kind of remote power. Manually going out and replacing the cell gets old fast, as I would imagine only the Enderium tier cell has enough power for the quarry to run down to bedrock without recharging.
