Redpower 2 Relay problem

Is my relay supposed to stop pumping items from my quarry?
I have a barrel storage system and rp2 pneumatic tubes to pipe items.
But my relay seems to stop after a few minutes and then it overflows and the quarry just spits blocks everywhere.

Relays will not output if there is nowhere for the item to go....

Before you storage system, put a couple of restriction tubes, then put a chest and see if this solves your problem. If items go into the chest, you need to fix your sorting system.

Didn't he say he has a storage system? I'm very confused by this as well, I have plenty of barrels where the items can go.

That depends on the storage setup... It can get clogged and then the relay backups and no destination = lots of items on the ground.

More picturs would help and I'll see if I can spot the problem. Or a world download and I'll jump in and look at it.
