IC2 reactors now produce steam in the later versions. So you'd need to make sure you're using a recent version of IC2 in your FTB Monster pack.

Important: the steam is "special" IC2 steam and I do not believe it works with turbines of other mods.

The 5x5 reactors were added in 1.7 so there's no chance of them being in Monster.
