Windows .jar Random Unplayable "Tick" FPS Issues.

Hey :D, I'm experiencing a large problem, randomly and quite frequently, I will get like 1-5 FPS for about 20 seconds the "tick" part of the pie chart almost takes up the full circle and goes back down again when my FPS goes back up.
I've tried installing a x32 Java and a x64 Java, no difference.

Info:
ModPack: MindCrack
x64 Windows 7
Java 7u21

Normal FPS: 60-130
