random nether portal apearance

ok i run a Direwolf20 v4 server called Veilcraft and all over the map nether portals will randomly appear and there is too many of them for it to be because of a player returning to the overworld so my question is, is this happening to any other admins/owners and does anybody know a fix for it?

I have the same problem on my server not sure whats causing it. It could be since we goto the nether through mystcraft portals from our ""homes"". Every member on the server got a portal to the nether popping up the last few days
