Rancher staying idle?

As you can see it is staying idle, but when I went to bed last night (this is on my server) it was running fine. Now it is idle, and isn't moving. Cows aren't being milked, and sheep aren't being sheared. What could be the issue here?

does the rancher overlap another rancher?
I believe it was changed so ranchers can't overlap eachother, to prevent people from milking the sh!t out of squids

It's a sky base, and the only thing close to the rancher is the slaughter house I have at the 9 o'clock position, but it's out of the scan path if you will.
 
It's staying idle at 20/200? That's... probably a bug, possibly a critter died just as it was trying to harvest it. If it were at 200/200 I'd ask about redstone signals around. For what it's worth, does it help if you give it a redstone signal for a moment, hopefully resetting it?

Your Rancher is full of items. You cannot extract items using a ME import bus. It has to deposit its items into an actual inventory. Try using a ME interface instead of the import bus.

That's a fluid import bus from extracells, which it withdrew the liquid till the cell dedicated for it got filled up.
 
As far as I am aware, the rancher will stop if there is no space for what it is harvesting. In your pic, milk is showing in the internal tank. Give it a place to go, and the rancher should start back up.
