Question on Rock Digger mod

Has anyone used this mod? http://www.curse.com/mc-mods/minecraft/221245-rock-digger

Is it possible to just create a block without generating it in the world? I need some custom blocks, but need to generate them via CoFH World Gen, and minetweak/modtweak said blocks. Ideally I'd use Tabula Rasa, but need to look for alternatives for the time being in 1.7.10.

This isn't proper help, but you can try build (only for you) from GitHub Tabula Rasa, it has a version for 1.7.10. I don't know if it actually works yet, but you can try.
I don't know much about Rock Digger itself, sorry.

if you set the rarity and vein size to 0, mabye it won't generate?
