If I have only 2 industrial steam engines hooked up to a boiler that can handle much more, will the fuel be wasted or used less?
Alright. well for now, I've created a 7x6x7 iron tank to store the excess steam until I figure out what I want to use it on (more quarries or forestry farms perhaps? )Nope, fuel is just managing the boiler heat. You are merely wasting steam (potential). On the other hand, if you had a boiler size / pressure type that matched your current steam consumption, you would indirectly be using a bit less fuel (the boiler would be smaller).

Only really used Buildcraft and IC2 a lot.Forestry farms are not really good power use, because one farming complex (arboretum/logger etc.) can run completely fine on 1 MJ/t. I'd use excess steam to power stem turbine, with additional EUs you can at lest make UU-matter, in BC energy world maybe charging energy cells would be useful. However with constantly running boiler you don't really need to care about storing BC energy.

I'm not using Catalyst automatically. I do that manually, though I have a small mob farm that passively gets me a few mob drops (bones for catalyst). I am however powering 3 fermenters, though. Seriously though the tree farm will easily outstrip the requirements of a fermenter or 2 over time after running my setup in my last world for a while I had a couple barrels of saplings, more wood than I could ever use as well as more rubber than I could ever use
