Well I have been looking forever now to find out what mod the F9 chunk border mod is. I have been trying to find it for 1.5.2 but can't seem to figure out what it is. I tried Voxel Player but I can't seem to see any chunk borders. Anybody know what mod it is or where I can find it?

It is Not Enough Items. It should be in all the packs, so I'm not sure why it doesn't work for you.
As someone that's had a few issues with both of the overlays (the F9 chunk border and the F7 mob spawning ones), when it's on, try looking up. For me it was rendering, but not lining up, it seemed to be rendering at the furthest point I was looking at (i.e. behind everything when looking horizontally, but on you when vertically up).
If this is your issue, try switching from fancy to fast graphics, that seemed to fix it for me (now I switch when I'm in "building" mode).
