Are there any items in the FTB Unleashed pack that gives you control of a light source's light level? Or a light emitting device that I can configure its light level it emits?

Have a look at the Illuminator block from Thermal Expansion. You can set it to emit a light level based on redstone signal strength.

For the illuminator, what are the ways that you can control redstone signal strength in a compact way? CC is the only way I can think of right now, but I'm sure there are others. I am not including things like laying 7 blocks worth of redstone to get a weak signal.

IIRC the only item that can change redstone signal strength compactly is a computer. You can write a quick program to change the strength based on a number you enter. With the illuminaters you'll have to right click them with a wrench a few times to change it to scaled mode, then it will emit a light level corresponding to the redstone signal strength.

MFR rednet cables pass along signal strength -1. You probably don't want to control just one light so this may be the solution for you.

I futzed around with vanilla comparators for a bit and you can use those too but I remembered that MFR rednet controllers have a bunch of different modes for this kind of thing. Set to fanout, constant 9, I/O left white for example to tell it to output a signal of 9 into the white channel of the cable on the left. If you set it to sine wave you'll get disco mode. Go easy on the lighting updates though.

Oaky, another question. Partially related to this topic, if I were to want to have a redwheat farm(ic2 agriculture), have a glowstone ceiling of 9 blocks above the farmbed, would the light level at ground level be at 15-8=7?

If you can smell that, I think something in my brain shorted.

Rednet controllers are not the easiest things to figure out. They're well-documented though, and less scary than the Redpower computers and bundled cable they were designed to replace.

I figured that was what you were doing. Yeah, this is the easier way of going about it.

The first block of air under the glowstone will have light level 14. I just got out of bed but I think you want eight blocks of air from ceiling to farmbed.

Redstone torches have a natural light level of 7. Certain blocks, such as force bricks and half-slabs, do not allow monsters to spawn on them. Have fun.
