What is the bug? Crafting Nether Quartz with a Quartz Knife from Tiny Progressions yields one Quartz Enriched Iron Dust. Smelting the dust results in Quartz Enriched Iron.
=> Nether Quartz : Quartz Enriched Iron = 1 : 1
One doesn't need iron to make Quartz Enriched Iron.

Wasn't the quartz knife used in umm... that computer craft like Mass/Energy mod? I am not sure if its the same ID block quartz knife though

I believe you're thinking of the knife from Actually Additions which is used to chop food.

You don't need Iron, but to get 4 Enriched Iron you need 4 Quartz instead of just 1 Quartz and 3 Iron. Getting Quartz is/seems harder than Iron, so I don't think you can "profit" with this recipe.
