Title describes nothing. What are you doing with it. How are you powering it? Are you powering it at all? Have you define the area?
You need to give details for people to help you... Post a screenshot of your setup. What do you expect us to do else? Spout random stuff?

alright so im powering it with a tesseract and its located in an ocean biome its also a 256x256 quarry plus and it doesnt have any enchants

How are you powering it with a tesseract? BC machines(or BC addon machines) will not accept RF directly. You need to connect it using a Conduit.

Yup, put at least one redstone conduit between the tesseract and the quarry.

im using an ender IO ender energy conduit, they seem to wok exactly the same as redstone energy conduits

nevermind i just enchanted my quarry and it started working, thanks for actually trying to help

One thing I've noticed is that the pumpplus wont work when there is too much water. It doesn't just make the quarry remove water source blocks, it removes large portions of water at once, and a whole ocean seems to be more than it can handle. The quarry will in those cases just refuse to run until you remove the pump.

maybe mod author wants to prevent tps lag because of flowing water.

You see, if you actually gave us that information you didn't have to waste our time having to guess on things like that. Post screenshots next time and describe the problems in detail.
