If you're shooting for a game with four wolves, there are some ways to pad out the town without needing more players.
  1. Give two of the townies Toughness
  2. Give two of the townies two roles each
  3. Take two alts. Give each of them a role, like a normal player. List their names under "Players" in the OP. They won't do anything with their powers or votes, but they count against the "Outnumber the town" condition, and it's (marginally) better than nothing for the town.
