Download the javara program from the link below and run it the click the remove jre button. After it has completed restart your computer then try the install again.

What happened when you ran it.

it said some files were removed then when I went to run the java 64 bit to install it the same message poped up

Did you restart your system before trying to install java.

yes, and I just tried again to make sure.

so theres no way to directly download the mod packs without the launcher?
