Problem with my launcher

All right so this is the problem and I'm quite unsure how to fix this problem. When I delete ftblauncher folder in %appdata% to reinstall it, modpacks folder is absent and I'm unsure why this is. When I load up the modpacks on the launcher they all seem out of date and will not update any further. Here are some pictures

I also get this error when I load the launcher

Failed to load modpacks, loading from backup: java.io.FileNotFoundException: C:\Users\*******\AppData\Local\ftblauncher\ModPacks\modpacks.xml (Access is denied)-edit

Any solutions because I'm quite unsure. Would be wonderful for some news or feed back. Thank you friends!
 
find the backup and recreate your modpacks folder...I think it may be just a case of bye bye files
 
I do not have any backups, only the launcher in the specified destination and the usual FTBlauncher folder in %appdata% when I delete it all to reinstall, I still get old modpacks and are unable to update to their current versions at all, I can't find the cause as I nearly tried everything. I don't even know if other folders exist that I should be ridding of to even get this fixed.

Could it be that modpacks.xml could be broken? Where can I find it if it doesn't exist, I mean everything is showing and stuff! Oh my god, why is this happening T_T -edit

I have found the solution, I had to dig way deeper than I had expected. Thanks for the cooperation and patience. -edit
