Problem with jarfile for my server to run

when i download the server stuff and go to start it says unable to access jarfile FTBserver-1.6.4-965.jar
and i have tried ever thing to fix it and it still says that. I am very confused now any one know to fix this problem

may I suggest you give as a pastebin or a screen shot so we can see the full error and the path of the serverstart.bat
