take any modpack -> edit modpack -> add whatever mods you want/remove any you don't

Can it still be called "mod pack" if it is only for yourself alone?

But yeah, edit a pack, or use MultiMC to create it from scratch.

Because the FTB team and fanbase painted themselves into a corner with the whole "If you don't have permissions you're evil!" spiel. It would be nice if they at least had a thing that listed all mods that have FTB permissions and said "okay pick and choose which ones you want" but no, they make it so every single pack has to have its own permissions list.

Just use MultiMC, to be honest. The FTB launcher will overwrite and remove your custom stuff anytime the modpack you're editing is updated.
