Hey mate, not sure if this is any help to you, but I recently designed a power plant (from a visual point only) for a city I was working on. The design has a central control room and two silo's for generating power (one for EU and one for MJ). Anyway here it is:

Can someone help for some reason I can't take steam from my steel tank
And the valve is on the side

It has to be on one of the two lowest levels.

yes. make sure they're in output mode and have a redstone signal.
