Well, what kind of portals? Warps? Bungee suite and world edit can make portals across servers, also just googling minecraft portal plugins came with several results. There isn't just 1 plugin everyone uses. I think even multiverse and world edit lets you make portals too. For warps, essentials and royalcommands are my favorite.
