please someone help im going crazy with binding ports

hello
please could someone help im going insane trying to bind ports i have followed every youtube video ive found on it and the step by step guides on the forum i have closed down all java via task manger i have changed ports i have deleted and started again 20 times i just cant work out where im going wrong its been 4 hours and i feel like im getting know where.

Hi rfoster88, can you give some more information? is this for a server? Can you post a error log of what is going on. It sounds like something is already using the port and such and you may be changing it to a port being used. Also is this for your local PC or a dedicated server somewhere and what is the operating system for it?
