I wonder, oh I still wonder why it's been 5 or 6 darn updates and still I can't use the darn launcher in offline mod with the 1.6.4 packs!!!!

In order to use the Offline mode option, you have to connect/download while online at least once, have you done this?

I have just checked and works fine. It must be something on your end. What actually happens when you try running it offline.
