What OS are you running?
Mac OS Server, varied clients, Windows/Mac doesn't matter

Are you using minecraft hosting provider or a dedicated/local server not designed for minecraft?
Local Server. Relatively low lag even with a dozen players on a the same time.

What version of FTB are you using? (Dont just say latest tell us the version)
Direwolf20 1.5.2 v 1.1.3

Did you add any mods to the server pack?
Additionally using ForgeEssentials core only and Biomes o Plenty

What are your server specs?
2.8ghz 8 core xeon w/6g dedicated to game
Comcast network 30mbs down/6mbs up

A good detailed paragraph about the problem

Symptom: Users unable to Chat, eventually losing all functionality and then booted from system.
Temporary fix: Stop/Start server clears up the problem for a little while ~2-4 hours it comes back

Detailed symptom:
Half a dozen players all chatting at the same time, some will notice that what they typed did not show up on the screen. Typing something else, ditto. Now try running around, unable to effect anything in the world. If player does nothing after noticing this, they will eventually see a timeout message on their client - server log simply shows request timeout. If they immediately disconnect and reconnect as soon as they notice the problem, they will be able to chat and play again, but problem may come back to them soon. Restarting the server seems to fix the problem for all players for a few hours. Have left the server up for more than a day without restarting, users able to play with no problems - seems to only be a problem when they are chatting with each other with lots of back and forth.

If this is a local server this could be a networking issue. What is your upstream bandwidth? Are your players on your local network or playing across the internet?

Upgraded to 1.1.4 and MCPC+ and have not seen the issue return. Could have been the network code in the FTB sourced jar. How do I mark this as solved?
