Pipe that can replace a distribution pipe?

A Diamond pipe is probably your next best thing. The more of an item you put into the corresponding colours, the more items get sent down it. So, if you have say blue with 1 dirt and green with 2 dirt, for every 3 dirt that goes through, 1 will go down blue and 2 will go down green.
Use a relay to make the items go into pneumatic tubes. Then I'm not entirely sure what you mean but if you need something to regulate it so one item goes one place and the rest go somewhere else create an intersection with a filter and an item detector, use the item detector to toggle a toggle latch connected to the filter to prevent items from going through. I'm not sure what you mean by the output being random but has a minimum of two, could you explain with more detail?
What modpack are you using? If you're still using the beta pack I would suggest switching to another one that's more updated such as the direwolf or mindcrack packs.
If you want redpower then I would suggest switching. The other modpacks have all the mods in the beta modpack and are updated for 1.4.6 in addition to having lots of cool new features. If you don't want to it's your choice but I would really suggest switching
