Is it possible that the phytogenic insolator doesn't work because there is no sunlight ? Can I ever use this machine in this modpack ?

I do not know about stoneblock2, but normally the Phytogenic insolator needs power and water to work. You might also want to check if the recipe hasn't been removed by crafttweaker.
