Personal Server and TPS

I am wondering if anyone would have an answer for me.

My question is:

Does running a FTB Monster server on the same PC as playing the game lead to reduced TPS?

I can reply or edit with specs later as I am out but I can say that with 16GB of ram, 8 dedicated to the server and 5 to the game and my CPU does not seem to be maxing out while running both the server and game I'm a bit perplexed.

I wonder if its just a problem with using 2 Java things running side by side or what?

It can lead to decreased TPS. How many cores does your processor have? See if you can dedicate a core to the server itself.

My PC is Dual core. I'm not exactly sure how to dedicate a core to the server. Perhaps you could elaborate?
