[Personal Pack]Thermal Expansion config not saved

Details of the issue:
I'm trying to change the config for the thermal expansion machines, i want all machines to apear "basic-resorant", i can change the config fine and it tells me to restart minecraft, i do but after the restart the changes revert back like i have done nothing with them, here are some screenshots.
What i change the config to be:

I tried doing a manual config, but i can't find the same settings in the files i'm given to edit. i see some of the stuff in the files just these particular lines i don't.​
