I'm looking for a one shot kill Tinker's Construct bow/arrows. What's the cheapest combination of these to one shot kill?
 
Depends on what you want to one shot kill. Not every enemy has the same health and bosses can't be one shot be anything that I know of.

Thaumium is a good option for the bow because you get an extra modifier. I would add electric and lots of redstone.

For the arrows, use a cheap base material and add lots of quartz. You could use a more expensive/more damaging base material if you don't visit the Nether where you lose a lot of arrows to ghasts and such.

Best bet for bows is Slime Rods with a Flamestring bow. Modifiers on a bow is kinda not very useful. About the only thing you'd like to have on it is either Repair or Electric and more Redstone. This gets your arrows on target faster and farther than any other combination, which works.

Now then, let's talk arrows, since this is where the damage actually come from...

There's a couple of things you'd like to consider.... weight and damage. Obviously, you want as little of the former and as much of the latter as possible. However, as with anything, there is a tradeoff.

Bar none, the best arrow fletching is feather, and the best rods are slime. It doesn't matter what color, since arrows don't have a damage value. So really, what we are talking about here is head material.

So, the lightest viable arrowhead possible is Cactus. With a Cactus head, it will do 5 hearts of damage on a full draw, which means two-shotting most things you are going to be shooting at. With Alumite, you do 6, and is the lightest in that category. With Mhnamhna, you can get up to 7, but the weight is really starting to show, and it's kinda hard to get the materials. Do keep in mind, you WILL be losing arrows occasionally, so it's probably best to not make them out of the rarest and most difficult to obtain material in the entire mod, eh?

Now let's talk Modifiers. And really, the only modifier we need to be talking about is Nether Quartz for sharpness. 72 Nether Quartz on an Alumite head arrow deals 10 damage on a full draw, and sufficient to kill creepers, skeletons, zombies, and spiders in one hit. Mind you, this is per -stack- of arrows, not individually.

For a Cactus headed arrow, you're going to need a few extra pieces of Nether Quartz on the arrow, but it can also hit the 10 heart threshold fairly trivially. Meaning you can make it out of entirely farmable materials (chicken farm, slime farm, cactus farm), it will be the fastest arrow possible, and can still one-shot anything you are actually going to be shooting.

To my mind, that tends to indicate that Cactus headed arrows are the best bang for your buck. But hey, that's just my opinion.
