You need to make a Magma Crucible which melts redstone and then send it into a Liquid Transposer which can fill the Empty Cell Frame. You need 1000 mB molten redstone which I think is 40 redstone dust.
 
Guude Boulderfist put up a video from the tournament. Winning time was 39:39, damn I can beat that :-) But I guess it's very stressful in that noisy room, so maybe not.
