Others are able to connect to my server but I can not.

When I try to connect to my server I get:
Failed to connect to the server
java.net.ConnectException: Connection refused: no further information:

I have tried connecting with localhost, my IP, and IPv4.
I have port forwarded 25565 both TCP and UDP.
I have allowed traffic of this port within Norton.
I have allowed both java and javaw traffic.
I have completely turned Norton off.
I have turned on and of my router, computer, the server, and FTB.

I have 5 friends that have gotten onto the server without any problem, but I myself can not get on.
Give me guidance please.

I vaguely remember having some problems with servers on local network.

I think to solve my problem I had to give my server a static IP on the local network via the router and enter the IP in the Server IP field in the server.properties file

don't know if that helps you but its somewhere to start
