Optimal upload and download speeds for hosting a heavily modded server?

Hello, I've been thinking about hosting a private Direwolf20 1.7.10 modpack server for me and 2 of my friends. I currently have a download speed of 700kb/s and an upload of 100kb/s, is that enough for a 3 player server? I have tried this already, and my players seem to get quiet a bit of lag (maybe its actually my bad CPU too). What are the optimal speeds for what Im trying to do?
