Optifine exspecially is, but it is a base-class mod like forge, but it is fully combatible with forge. http://forum.feed-the-beast.com/threads/how-to-install-optifine-and-jar-mods-in-beta-pack.553/ Since it is only a client-modification every user can install it for themself without any changes on the server.
