I was fiddling around with mekanism stuff in a test world for a personal pack, and I have a problem:
There is now THREE ways of making steel. There's Tinker's Steelworks High Ovens (The one I'm aiming to be the main steel method), Railcraft Blast Furnaces (You know this one, I'm fine with this, it's just very slow) and Mekanism (You are shoving bits of coal into iron and making steel dust to be smelted, and imho it looks cheaper to set up than a Tinker's Steelworks High Oven).
So, do you guys think there is there a balance issue in Mekanism alongside other mods? (No need for the hydrogen generator debate, that's an easy config file)

No, Mekanism is balanced well enough for the things in it. If anything, restricting yourself to only using other kinds of still will terribly hinder your progress in that mod, seeing how a ton of things use steel.
Also, there are two more ways of making steel, at least in DW20's pack. Thermal Expansion's induction smelter (one iron ingot and 2 coal dust or 4 charcoal) and a normal crafting table (4 coal/charcoal around an iron ingot, added by Calclavia Core IIRC).

the problem is, it's impossible for a mod to be balanced against every other mod out there.
a mod can try to balance with other mods, but there's a limit at some point, because there are always player who either play with just Mekanism, and players playing with other mods aswell
if you make it hard for the players who use other mods aswell, you'll be making it very difficult for the players who only have Mekanism installed

Okay, I'm now thinking of making the metallurgic infuser need a steel machine casing instead of osmium. Is that a decent change or is it excessive?

Pretty much i'm making Mekanism have a slightly higher entry point.

(although the amount of zombies with osmium armour is absurd)

I like the way TPPI handles it - metallurgic infuser to make enriched iron, you process it again to make it into steel dust. They then removed the smelting recipe so you have to use the Smeltery.

TBH Mekanism is balanced perfectly for Mekanism - and nothing else. Steelworks is really balanced around Railcraft and other mods - it has to be TiC's only use is tools. Thanks to Railcraft most mods make Steel in the later game - which is odd as most things should use steel.
