I'm playing oceanblock 1.8 on a local server and wanted to change the amount of home's you can set but I don't know which mod adds it and where's the config for it.

Homes are from ftbessentials, you can find the config file in 'save folder/serverconfig/ftbessentials.snbt'. As for your second question you would run this command in-game to increase the number of loaded chunks you can have. /ftbchunks admin extra_force_load_chunks yourusername add 50
