Nuclear Reactor Cycle Time

Hey all. I'm wondering what's up with my nuke cycle times. They are only 100 minutes, rather than 10,000 seconds. Was this changed in IC2 perhaps? Everything I hear online says that its supposed to be 10,000 seconds.

Here's a screenshot of what my information panel shows with a fresh set of cells in the nuke:

Ok wait, I just took a stopwatch to this, and when the nuke is running those "minutes" actually take 100 real seconds to tick down.
So in real time, it actually is 10,000 seconds but the clock is slow. Also the output is wrong. The number it gives is only one-fifth of what it should say. So it says my reactor outputs 32 EU/t when it really does 160.

I suppose this thread should be named: "IC2 Information Panel is off.
