No tin/copper in my world AT ALL

I have these mods disabled on my server

and still we have no copper/tin generating anywhere. We spent atleast two days digging with turtles a nearly 32x32 area from level 64 and there was none of either.

I have changed the config in IC2 to enable ore spawning, is there anything else I may need to add, or a mod that I shouldn't have disabled

No. try reloading your server or restart the server and type in a different seed in the config. Other than that. Maybe just explore and load your world a bit farther.

I had this problem and made a thread here. Turns out the Forestry config was the culprit alongside IC2. Try that, and check over the other configs while you're at it.
