Windows .jar No download of mod packs

Hello,

Ive been having issues downloading FTB ultimate (v1.1.2), its does not even start the download, instead jsut brings up the download bar, even when run in administrator.
Running Windows 7 64
Java 7_21
Launcher 1.2.4
After self investigation I believe I may have to completely uninstall Norton, however I just want confirmation before I do this for obvious reasons. What is odd is that I have run successfully older versions of Ultimate on the same PC and had no troubles downloading them.
The file path for FTB is C:\Users\Robert\Desktop\Gamez\MC\FTB
