Stock an interface with soul sand and skulls. Set two Transfer nodes on it, and put a hyper rationing pipe on each placer, and separate them with micro-blocks. One node is filtered for skulls, the other for Soul Sand. The Hyper rationing pipes will keep only one of the item in the placer.
I cannot really figure out if you want to keep 1 items stocked in each, or you want it to insert one item each action(I don't recommend this, it will get de-synced).
Stock: ME interface. Logistics pipes Provider Pipe on the Interface. Supplier Pipes on the Block Placers. Specify which and how many items you want stocked in the Block Placers in the Supplier Pipes filter.
Single item per pulse: Install redstone card in ME export bus. Set it to "One per pulse".
Oh and PLEASE fix that horrible redstone cable mess. Use some Insulated cables where you don't want redstone signals emitted. Because you have a LOT of stray signals all over.
