I know this requires a very involved response, so I appreciate any help that people are willing to provide.

I would like to start a very small server for FTB - Ultimate. The only people that I am even concerned with playing are my two cousins who live in the same house as me. We tried to set up a small server a while ago, but the connection would never hold up. Some days it would be fine, and some days we just couldn't get it to connect. I think it may have had something to do with the fact that we have a dynamic IP? Heck, I don't know.

Does anyone know of a decent tutorial somewhere on them interwebs, or would you simply be willing to give me a step-by-step instruction of your own? In the past I just YouTube'd a few things, and then the errors started flooding in. That's why I came here.

If you have a dynamic IP your best bet for hosting services on the interwebs is to use dynamic DNS like this one: https://www.dnsdynamic.org/, or to use Hamachi.

Running the server itself should be fairly straightforward. Set up port forwarding for port 25565 on your router (unless you are using Hamachi), download the FTB server for your desired mod-pack using the FTB launcher, and then run the ServerStart.bat. Make sure your firewall has an exception for the Minecraft server. If you have any errors let us know.

Also make sure your internet connection has sufficient upload speed. In my region the upload speeds for most residential connections are no more than 1Mbps. You would be doing well to host two players on that.

I used Hamachi last time and was rather unsuccessful, so I will try the other alternative that you provided. I appreciate your help.
