I have a fire swamp page, but it does not seem to spawn in hydra lairs is there another page i need for this?
 
I believe the Twilight Forest age spawns the hydra lairs, not the biome that lairs are located in.

So you're better off looking in the TF for hydra lairs.
 
A magic map and powered flight makes finding hydras rather simple. No need to create a mystcraft age is that's all you're after.
