Tried that too. It popped up talking about the first time installing the FTB launcher, asking me to set a directory, and then the same damn error occurred.

Go to your admin pannel and select "uninstall programs".
Scrool down to letter "J" and uninstall any version of Java you can see there.
Then, go to http://www.oracle.com/technetwork/java/javase/downloads/index.html and click the "Download" button below "JRE". If you are a Java developper, click the "Download" button below "JDK".
Tick "Accept Liscence Aggreements" and select the version of Java for your computer. If you are running Windows x64, choose the ".exe" file instead of the ".tar.gz" one which is a bit more difficult to install.
Run the file right after you downloaded it and install Java.

Windows 7 64-bit. To Hell with Vista.

But that's not the issue.

java.lang.ArrayIndexOutOfBoundsException: 3

Because apparently I'm still not making myself very clear: http://pastebin.com/dUiPYWWj

It's a problem with the launcher, not my computer.

What you don't get (no offence) is that the launcher has not problem since it is running very well on my computer.

Try disabling your AV, mine is considerating FTB Launcher as a virus and is cutting internet access from it.

Not so. I've disabled my antivirus entirely, and it still gives the same issue.

I've tried both the .jar version AND the .exe version. Nothing works.

Which is the exact same thing I reproduced. It's having an issue trying to identify the java versions we have. I've ensured every tool has scanned for any leftover java versions.

NOTHING comes up. Only the one, and the only one version, Java 7 update 45 64-bit is left over.

It has detected the Java version accotding to LiquidDerp's logs, but noy Major Cooke's one.

Major Cooke : can you give me your Java installation folder ?

LiquidDerp : try setting the installation folder to a folder that you create on your desktop (just for trying)

It's the default folder, C:\Program Files\Java\jre7.

The launcher was working just fine until I updated from 1.2.9 to 1.3.0.

You can try something which MIGHT work :
Download the ".jar" FTB Launcher version (from http://feed-the-beast.com ), put it anywhere on your computer.
Right click it and select "open with" and verify the right Java version is selectionned.

Otherwise, go to your programs list (from your admin pannel) and see if there is any other version of Java installed.[DOUBLEPOST=1387131547][/DOUBLEPOST]Liquid : Vista might be the problem

Did you actually go into your control panel and check yourself? I would always check and remove them myself.
