My FTB doesn't work properly

I have two problems, which may or may not be related.

1. When I first open the launcher after downloading and installing, the modpacks.xml file is missing. I can get the file from a friend, so that isn't the problem.
When I open launcher (after adding modpacks.xml into my Modpacks file in Roaming) for Feed the Beast the console states
"Loading modpack information for modpacks.xml..."
After a minute or two,
"Can't get input stream from URL!: javax.imageio.IIOException: Can't get input stream from URL!"
This error repeats itself every couple minutes, probably continuously retrying to obtain the modpacks. After a while modpack folders appear in my Roaming Modpack folder, but the error still repeats itself.

2. Whenever I try to click the Launch button (after selecting a profile), I get this error
"Unhandled exception in Thread[AWT-EventQueue-0,6,main]: java.lang.ArrayIndexOutOfBoundsException: -1"

I've tried deleting everything from Feed the Beast (including my Roaming), and redownloading, but the same things keep occurring.

I have Windows 7, and the launcher is FTB v1.3.2

Check to see that you only have one version/update and one bit type version of Java installed. So if your computer is 64bit you only want/need Java 7u45 64bit. If your computer is 32bit you only want/need Java 7u45 32bit. Having multiple versions/updates and both 32 and 64bit versions installed causes an known error like the one you described.

If that does not fix your problem, please post the whole console log to pastebin.com either by clicking the 'Paste my log to pastebin.com' button and providing us the link that it creates at the bottom of the console. Or copy and pasting it into pastebin.com manually and providing us the link that pastebin.com gives you for others to see the log.

Did you follow the basic troubleshooting guide? If not please do. You might also want to check your antivirus program and firewall to see if it is blocking the launcher. Try temporarily disabling your antivirus program to see if you can connect.

P.S. Please change the log to debug mode before you paste it next time. It will give more information in debug mode. I believe yours is set to minimal. The drop down menu for this is on the console.
