But if i do not understand what you mean, I am sorry. You are probably looking for a dynamic DNS? Your friends will use a name (like VixenIchi.dnsd.me) to connect to your server and it is up to you to update the dynamic DNS provider when your IP address changes.
There are a couple services out there. One of them would be: http://www.dnsdynamic.org/
As for your second question, you can just copy the world folder to run it on the server.
