1. Uninstalled mod pack
2. Redownloaded pack
3. Downloaded mod to increase timeout times and added to mod folder
4. Had friend download it to the server
5. Didn't work
6. Tried to open port server runs on, didn't work

Just to confirm and make sure:

3. Downloaded mod to increase timeout times and added to mod folder
4. Had friend download it to the server

That is only to be done server side. not needed on the client. So both the mod + the timeout increase needs to be done on the server.

6. Tried to open port server runs on, didn't work

This makes me wonder what and why?

Either the port used is opened (the server shows up as "available" in multiplayer list when added or when checking with dinnerbones tool - https://dinnerbone.com/minecraft/tools/status/ - or other way to confirm port), or it's not opened. No need to open other ports than the one being used.

Verify that the mod is present server side and the timeout setting is changed on the server side.

If you're also on version 1.5.0 as the original poster, you can always try the latest version of the pack (needs to be on both server and client), and see if that helps.

Other than that, I got nothing more on this issue at this moment - sorry.
