The basics for suggesting a mod to be added to the packs:their is two really good mods that should be added to ultimate they are called tinker's construct and are's magica they are really good and I think direwolf would agree with me
a) http://forum.feed-the-beast.com/threads/suggest-mods-for-ftb-here.727/ is the correct thread.
b) Add links to the mods.
c) Check the thread from a), if the mod has already been suggested.
d) Check the availability of the mods for 1.4.7 or 1.5.1
e) Check the license of the mods in relation to modpacks.
f) Write a sentence or two what the suggested mod(s) add to the game.
