Windows .exe Modpacks Won't Load Offline

Hey

I am having a problem with loading modpacks offline. When I am COMPLETELY disconnected, I get this error:

No modpacks are loaded, even though I have them downloaded, essentially preventing me from playing. Additionally, if I am connected to the internet, both the console and launcher are plain white, no GUI, and they stay that way until I kill the process (Exit button is nonfunctional)
