Your antivirus software is probably blocking the download

Check your firewall settings and also router if you have one.

i check mi firewall i enable for java but nothing...only can download and play 1.2.5, 1.4.7 and 1.5.2 modpacks, but 1.6.4 won't download assets

@Ashzification. Would it be worth trying the ipv4 java fix from your connecting thread.

Zero try adding, copy and paste, the line below to your jvm additional parameters box within advanced options. If it does not work then just remove it.

-Djava.net.preferIPv4Stack=true

Also I know you said you completed the trouble shooting guide, but where are you trying to install the mod packs. Go into the Options tab of the launcher and please post what it says in text box next to 'Install folder...'

Well try adding an exception to kaspersky then. I know you said you disabled your av but this does not always work.
