So not only can mods set it back to 0, but if it enters negative numbers, they can decrement the value by 1?!

Its a shame they can't ONLY set it to 1, because if we were in negative numbers (though how we'd get there I don't know...), then going to 1 would be an advantage Is the decrementing thing in the original rules?
