Problem Mob Spawns out of control.

Hello all, im running direwolf 20 and no matter what i change in my sponge config for mob spawning theres always tones and tones of mobs on my server. The only thing i can think of is either the spawn rates are bugged in this version of sponge, or im changing the wrong config setting. I've attached screenshots.

Sponge version: spongeforge-1.12.2-2611-7.1.0-BETA-2990
Modpack: Direwolf20 v 1.9 minecraft 1.12.2
