So in NEI with the mining turtle it says you can equip the different types of solar panels to a turtle along with the pickaxe. What happens if you equip a solar panel to a turtle? What else can you equip to a turtle- mining turtle in specific?

With misc peripherals, there are many, many, MANY things you can equip. Anything from RTG units to suck power from uranium, to minium stones to auto-transmute cobble.
Edit: For the solar panel, it'll charge when exposed to the sun. Not much good for branch mining, but useful if you're excavating (i.e. always have line-of-sight to the sun).

It becomes a "solar" turtle, which means that it gains the ability to obtain "fuel" from being in the sun. It's useful on a turtle if you decide to let him sit around to gain fuel, otherwise just stuff him full of charcoal and be on your way.
Of course, if you use a MV or HV panel, this will mean you get a GOOD deal of fuel per tick. Expensive, but nice, eh?
