Can Minetweaker be used to add recipes in TE machines? I'd like to add pulverizer and induction smelter recipes. If not is there another mod that can do that?

I think that's the only solution, you will need to check the thermal expansion api and make the patch with it instead of decompiling thermal expansion instead, as lemming said, easy peasy
